On this date I met with Admiral Taylor and Colonel White for the weekly discussion of legislative business. 2. Exhibited the Washin ton Post item of 14 October 1967 concerning transmittal of to members of Congress. I explained that we had been tipped off to the reporter's (George Wilson) queries by Senator Percy's office and informed Goodwin so that he was able to give Wilson a straight story. I indicated we had never had any complaints on the Hill but, on the contrary, had received many letters and telephone calls expressing appreciation. It was agreed that no action should be taken. Colonel White will check with Mr. Goodwin to see if Goodwin has reported his conversation with Wilson to the Director. 3. Mentioned the approved legislation in the Senate authorizing allotments from Federal salaries to credit unions, banks, and other savings institutions. 4. Also mentioned that hearings had. been held in the House on bills to increase the Government per diem from $16 to $25. I indicated that it was too early to predict final action particularly in view of the economy talks on the Hill. Mr. Warner brought up the planned briefing by OTR of the Good Counsel College group which will take place in the auditorium on 1 November. Queries on this had originally come from Congressman Ogden Reid' s office. 6. Brought up the query from Congressman Charles Bennett's Administrative Assistant concerning the possibility of the Director addressing a group called "The Burros. "" This is a large group of more than 100 Democratic AAs. It was agreed that the Agency should try to get out of this one but if pressed it would be looked at in terms of some official other than the Director. I indicated I thought we could turn this off without any difficulty. 7. Discussed the various pieces of legislation dealing with requirements for cost estimates on any reported legislation. I indicated that this was in conflict with provisions of P. L. 110 and partially in conflict with existing exemptions granted the Agency in Title 5 dealing with personnel and salaries. Some of these provisions are included in a bill for a Joint Committee on the Budget. This latter bill has passed the Senate a number of other times and it seems unlikely that the House will take any action. Also on the bill dealing solely with cost estimates, I indicated that it would not seem that this would cause us a great deal of difficulty and we were in a difficult position to try to seek exemption for the Agency on each of them. There was agreement that these appeared to cause no particular difficulties. 8. I then discussed the various wiretapping bills, indicating three different groupings: (1) Such as Gallagher's to prohibit any wiretapping at all; (2) the middle position of the Administration in S. 928 which would prohibit all wiretapping except for national security cases; and (3) the apparent majority position to authorize wiretapping for national security and for certain serious crimes as well as organized crime. I explained that it was a complicated legislative situation since there were efforts to attach this third type of bill on to an existing House-passed crime bill. We are working with the Staff Counsel in the Senate Committee who is fully sympathetic with the view of clarifying the language. Admiral Taylor thought that in this area it would be well for us not to be in the forefront. He thought it well that we were able to work with the Staff Counsel.
