I added, however, that while it would solve the CIA problem I couldn't speak for the White House or State and the final OK would have to come from them. Regarding lending us a copy of the transcript of the Laird and Moorer testimony of yesterday, Goldsmith said this could be done and we should get in touch with Jack Ticer. 3. I ralked several times during the day with the principal staff people involved in preparation of material to support Senator Dominick's amendment (#1257) to strike Section 515 of the Foreign Assistance Authorization bill (S. 3390). Of particular interest was a report from Miss Cheryl Klein, on the staff of Senator Peter Dominick, to the effect that Senator Dominick and Senator Byrd (presumably Senator Robert Byrd) had expressed to Bill Hildenbrand, in the Minority Leader's office, some concern that discussion of Dominick's amendment would reci itate a demand for a secret session of the Senate =- I For this reason there was some thought the leadership would delay bringing up Senator Dominick's amendment until Friday when there might be less chance for this type of discussion. I said there were no major problems although the Director did get a number of questions about the validity of the "bargaining chips" theory i. e. , that we should proceed with our strategic weapons programs in order to maintain a bargaining position and, why the Soviets had been unwilling to declare the number of their ICBM -launchers. I said none of these questions produced any fireworks or controversy. Lehman asked whether we had sent over to the White House a copy of the Director's prepared statement and I explained the Director had a policy of not releasing or coordinating his statements, since he felt to do so would have an adverse effect on his credibility as an independent voice. Lehman did not pursue the matter. 25X1 10. Talked to Carl Marcy, Staff Director, Senate Foreign Relations Committee, who described a rather tempestuous session of the Committee today when Chairman Fulbright had attacked Secretary Laird for exaggerating the Soviet threat in order to get money for defense programs and charged Laird with distorting intelligence for this purpose, citing the contrast between Laird's testimony and earlier testimony by CIA witnesses. 25X1 11. Called Dick Schultz, House Internal Security Committee stall, and told . im that I had looked into the status of 25X1A I land learned that he was notified in the middle of April that we had no suitable vacancy, and subsequently, the application had been re- 25X1A evaluated with the same result. As a consequence, if I had pending job opportunities, I would recommend that he ought to accept them, explaining that we were just not hiring in the areas which he had expressed interest..
