5. Talked to Tom Korologos, White House staff,
and told him of our e' 'ors to ge support for striking or amending the Foreign
Assistance Authorization (S. 3390) provisions cutting off funding to the Thai
irregulars. He agreed with our idea of getting as many sponsors as possible.
I also told him we were trying to get in touch with Senator Sparkman who is
expected to manage the bill on the floor and explain to him our problem and
seek his advice.
25X1 6. Talked to David Abshire, Assistant Secretary
of State for Congressional Relations, and told him of our meetings with the
several members and staff personnel of the Armed Services Committee in
connection with the Foreign Assistance Authorization provisions which would
cut off funding to the Thai irregulars. Mr. Abshire agreed with our tactic of
trying to get as many cosponsors as possible and said he would approach
Senator James B. Allen. I agreed to approach Senators Strom Thurmond,
Milton Young and John L. McClellan at the first opportunity.
25X1 7. I I In the absence of Assistant Secretary of State
for Congressional Re ations .avid Abshire and his Deputy, Marshall Wright,
I talked with James Halmo, Staff Assistant, early this morning and brought
him up-to-date on our conversations yesterday with members of the Senate
Armed Services Committee staff and with Senator Dominick on efforts to
strike section 515 from the Foreign Assistance Authorization bill (S. 3390).
I asked Halmo about the timing of amendments on this bill and he indicated
he doubted the Senate could get to this item before next Tuesday.

8. Messrs. Maury and=met with Charles
Kendrick, Administrative Assistant to Senator Peter Dominick (R., Colo. ),
and left with him a copy of our package on section 515 of the Foreign Assistance
Authorization bill (S. 3390). We told him we had talked with Senator Cannon
who had agreed to cosponsor an amendment to strike this section but had
reserved a decision on engaging in active floor participation in support of the
amendment. We told him we hoped to speak to Senator Sparkman about this
provision to get some indication as to whether Sparkman would agree to striking
section 515. Kendrick said he would be talking further with Senator Dominick
and would give us a call after he has had an opportunity to review the material
we left with him.
