I (Brian Harwood, staff member for Rep- resentativ~ic Mallary D. , Vt. ), called in.regard to an inquiry he received concerning a combat veteran of Vietnam 25X1A who is interested in Government employment as a "mercenary" and wants a combat assignment. Q claimed that he had applied to a number of Federal agencies; however, none could offer employment. Harwoo r uested 25X1A whether the Agency could possibly in any way be interested in 25X1A I checked with the Office of Personnel, and had written concerning employment; in April 1972 and was sent an application. As yet he has made no reply.. I called Harwood and advised him accordingly. Harwood later called 25X1A and had talked to claims he never received an application. Harwood asked if we could not send him another. I told him we would do so, 25X1A and was informed and will send another application. 25X1A state t. e Agency letter will note our understanding that the previous application had not been received. 25X1 2. alked to David Abshire, Assistant Secretary o.f State for Congressional Relations, regarding pending legislative problems: (a) Hs said the House/Senate conference on the "little Hoover Commission" wound up without amending the bill and Abshire personally thought it was a mistake that the Adrninistrat:ion had not opposed it or sought an amendment. He said the decision had been made by Macomber and others and it was now water over the dam. (b) Regarding the matter of the Thai irregulars, Abshire said he had been busy on this but without success so far, He said he had approached Senators Griffin,; Stennis and 5axbe without success and McGee indicated he might help "under duress. " We considered other possibilities, agreeing that it would be best to get someone from the Armed Services Committee. Abshire thought my suggestion o.f approaching Senator Thurmond might be good but it would be a waste of time to get Senator Byrd, We talked of other possibilities and ended up with Abshire promising to approach Senator Dominick. I said we would be glad to go along or to do anything else we could, but since the White House had assigned the problem to State we would let Abshire call the tune. In any event I said i.f Dominick was receptive we had good relations with him and wauld follow up with backup material. Later Abshire called to say that Senator Dominick would not be available until late today but he would contact him at the first opportunity.
