When I told the Director of Senator John Stennis' plans to hold hearings simultaneously on the confirmation of a new DDCI and the significance of changes in the intelligence community, he pointed out a number of problems this might create for the Agency. I suggested that he might call the White House to .find out their plans for forwarding the nomination for a new DDCI, and try to find out whether this could be delayed until after the hearings on the community matter, provided Senator Stennis could be persuaded to agree. 2. The Director called General Haig who said he thought the nomination might be presented in the very near future. The Director pointed out some of the problems that the proposed nomination might present and asked whether it was intended to alert the key members of the Senate privately in advance as to the identity of the candidate and solicit their reactions. Haig said he was unaware of any such plans but thought Senator Stennis might be advised. The Director suggested it might also be wise to advise Senators Ellender, Smith and perhaps Symington.
