Dak.) regarding a personnel matter in which he had previously expressed an interest. I said that the position for which we had considered the applicant was no longer open and the chances of placing him were extremely slim but if the Senator was personally interested we would make a particular effort to find something, The Senator said that he did not recall the details and doubted that this was a special interest case but it had been handled by Chris Sylvester, his Administrative Assistant, who is presently in North Dakota and would not return for a couple of weeks. I told Senator Young that in this case we would send the applicant a letter saying we had nothing at present but would keep his file active, and if we heard nothing from Sylvester after several weeks we would close the matter out and tell the applicant that no position could be found, Senator Young said he would appreciate my coming by his office tomorrow to bring him up-to-date on what was happening in Vietnam. 2. Talked to Ralph Preston, Staff Assistant, House Appropriations Committee, about the proposed trip of Representative Jamie Whitten and Preston to Latin America, I said we would be glad to have I meet and provide them with briefings prior to their departure. Regarding other areas, I suggested (on the basis of recommendations by Chief, WH Division) that they might want to visit Venezuela and Ecuador and, if they should venture further south might find Brazil and Peru interesting. I said Panama was fairly tricky now and they better consult State Department about a visit there, that we would advise against a visit to Guatemala at this time, that there was not much going on in Nicaragua and Costa Rica, that it was not a good time to visit Argentina and certainly Chile. Mr. Preston asked if there would be any problem if a member of the Agriculture Subcommittee staff came along.
