Walt (USMC, ret.) entitled "The World Drug Traffic. " Martin noted, in passing, that the report has been fanned out to several news services. 9.. Delivered maps of Uganda and Kenya to Mary Swann, Administrative Assistant to Representative Hebert (D. , La. ). Miss Swann told me that Representative Hebert will be returning to the city later today for the President's signing of H. R. 2 tomorrow morning. 10. et with Mr. Herb Hoffman, House Judiciary Committee staff,. and gave him a copy of the extract from the Congressional Record of 10 November 1971 relating to the parliamaitaryprocedure utilized in handling nongermane amendments by the Senate to the Military Procurement Authorization of 1972. Hoffman told me that the House and Senate conferees met briefly this morning but adjourned without having reached any determination on H. R. 12652, the Civil Rights Commission extension act. He said that the conferees are scheduled to reconvene at 4:00 p.m. Monday, 25 September. It is his present judgment that Chairman Celler will continue firm in his position against acceptance of the nongermane material (the Ervin bill) which was inserted by the Senate and that Senator Ervin will continue firm in his position that the matter be taken to a vote before the full House. After final determination is reached by the conferees, further consultation will be necessary with the House Parliamentarian to determine possible courses of action in handling the bill on the House floor.
