1. I I- JMM) Representative Paul McCloskey called in
response to my several earlier efforts to contact him. I referred to his
2 August 1972 letter to the Director in which, as a member of the "Peace
Through Law" congressional group, he had requested a briefing on U. S.
targetting regarding dikes, civilian population, and POW camps in: North
Vietnam. I said that in view of McCloskey's interest in either separate
briefings by State, Defense and CIA, or a single coordinated briefing, we
would suggest a coordinated briefing by State who had all the information
available on the subjects which we might have. McCloskey thanked me and
seemed to accept this.
25X1 2. I I- JMM) Called Colgate Prentice, Deputy Assistant
Secretary of State for Congressional Relations (House), and told him of the
above conversation with Representative McCloskey. He said he would pass
this on to Mr. Sullivan, Deputy Assistant Secretary of State (Far East).
25X1 3. I I- JMM) At George Carver's request, I called
Mr. Sullivan to explain the foregoing. Sullivan was upset that I had suggested
State give the briefing, arguing that Defense was in a much better position to
do so although he conceded Defense probably wouldn't consent to do it. I
said I consulted the White House and in recommending that State do the briefing
I was following White House guidance.

4. JMM) Called Rady Johnson, Assistant to the
Secretary of Defense (Legislative Affairs), regarding the Ervin bill rider to the
Civil Rights Commission bill. Johnson said he planned to see Chairman Dulski,
House Post Office & Civil Service Committee, and I volunteered to contact Com-
mittee members Poff, Hanley and Henderson in an effort to get them to join in
trying to persuade Dulski to assert his Committee's jurisdiction over the Ervin
bill rider. I told Johnson that I hoped we could put enough pressure on the Civil
Service Commission and the White House to get them to weigh in to knock out
the entire rider. Johnson said that if we failed in this he thought the Hanley
bill version would be far preferable to the Ervin version, to which I agreed.
