OFFICE OF LEGISLATIVE COUNSEL
Monday - 3 January 1972
25X1 1. Per her request, sent four sets of
employment brochures to Betty Waller, in the office of Representative
Robert H. Steele (R., Conn.).
25X1 2. Per instructions of the Director, I called Joe
Wolf, of State epar men , and told him we planned to turn down the request
of Lowenstein and Moose, of the Symington Subcommittee staff, for informa-
tion on our overseas personnel and cover arrangements, and for access to
the SNIE on Thailand. Wolf was delighted for us to handle the matter
directly with Lowenstein and Moose.
25X1 3. Called Richard Moose, of the Symington Sub-
committee staff, and told him that we had carefully reviewed the request
from him and Jim Lowenstein for figures on Agency overseas personnel
and cover arrangements in Southeast Asia, and for access to the SNIE on
Thailand, but were unable to comply. I said personnel figures and cover
arrangements were available only to our oversight Subcommittee members
and staffs, and we could not release the Special National Intelligence Estimate
on Thailand, but would be glad to provide a briefing on the substantive questions
involved. So far as their suggestion that on this upcoming tri they delve
25X1 Cinto F_ I I said we
could not go along with this, but would discuss the matter with them on
their return, pointing out that all the information in which they were interested
was readily available at Headquarters and was not the kind of thing we would
agree to discuss in the field anyway. Moose registered no surprise at the
turndown. He said he would like a final updated briefing on the situation in
25X1ALaos before his departure on 6 January and asked if
25X1
provide it on the 5th. I said I would see what we could do.
4. Ed Braswell, Chief Counsel, Senate Armed
Services Committee, called to say he would like to get a briefing in the
near future on Soviet "satellite killer" programs and on the current situation
in Laos. He said he was particularly concerned to get clarification about a
Washington Post story of 2 January quoting a Laotian lieutenant as complaining
that morale of Laotian combatants was low, and that the Thai troops were
being paid 3-4 times as much as the Laotians. I said we would get together
with him in the next day or two. ?~- ,.,.
