concerning delivery of a-document from Mr. Packard, Deputy 25X1A
Secretary of Defense, to Senator Ellender, Chairman of the Senate

requested advice concerning "the individual in Central Intelligence to
be charged 'with' the document. "
2. After discussion I recommended to that he
tell DIA that control and custody of documents transmitted outside the
Department is a matter within the Department's authority. I suggested
he might also point out to them that in such a case there is no way of
assuring that such a document upon delivery to a senior Member of
Congress will be returned to the courier for delivery back to the
Depa rtment.
