Approved For Release 2002/01/02 : CIA-RDP74B00415R000500130014-4 ILI 19 May 19 71 MEMORANDUM FOR THE RECORD SUBJECT: Security Clearances for Staff Members of Congressional Committees Compartmented Clearances 1. By USIB agreement (USIB-D-9. 6/17, 18 May 1970) each USIB agency grants its own compartmented clearances, including clearances for congressional staff employees. The clearance is registered in the index of the Compartmented Information Branch, (CIB), CIA. which is a central facility to facilitate certification of clearances. The only "control" the DCI has in the compartmented field is the overall allocation of the number of clearances in the TKH system. This is done once a year and all agencies have always been allotted more clearances than needed. 2. Unfortunately, the indices are not always accurate. The computer does malfunction and at times the information given by an agency may be inaccurate or inaccurately recorded. So if a CIB index check is ever negative and you are quite sure the person has a clearance, do the following: a. Check if the name given to you is accurate. b. If you can determine which agency sponsored the clearance, ask Security to check with that agency. c. If the agency cannot be determined, request Security to recheck the name through DOD indices. A compartmented clearance can be granted based on a certification by Security that a person holds the clearance. The clearance need not be reprocessed. The CIB index includes clear- ances and access approvals for congressional and staff members for: a. COMINT (SI) b. TALENT/KEYHOLD (TKH) c. Projects Top Secret and Secret 4. Clearances for TS and Secret for congressional staffers are mostly in DOD indices which Security can verify. Office of Security Point of Contact 5.
