MEMORANDUM FOR THE UNITED ' STATES INTELLIGENCE BOARD
SUBJECT: Compartmented Clearances for Staff Members of
Congressional Committees
1. The enclosed memorandum on this subject and its attachment are
circulated for Board consideration of the recommendation in paragraph 3
which has been approved by the Security Committee. This recommendation
requests approval of the attachment implementing an agreement re ached
between representatives of the Secretary of Defense and CIA, that CIA
provide for the registration of compartmented security clearances or
access approvals for staff members of Congressional Committees.

2. Board members are requested to advise the Secretariat by close
of business 2 June of their concurrence in or other views on the recom-
mendation in paragraph 3 of the enclosure.

MEMORANDUM FOR : Chairman, United States Intelligence Board
SUBJECT Compartmented Clearances for Staff
Members of Congressional Committees
1. In March 1970 you directed that discussions be held between
representatives of the Secretary of Defense, the Office of Legislative
Counsel, CIA and the Office of Security, CIA concerning registration
of security clearances or access approvals for staff members of Con-
gressional Committees.
2. The discussions were held and it was agreed that the Office
of Security, CIA would provide for the registration of compartmented
security clearances and access approvals, but not "Secret" and "Top
Secret" clearances of the staff members of Congressional Committees.
3. This concept was presented to the members of the Security
Committee who accepted it and agreed to submit the attached proposal
of implementation for the information and approval of the USIB.

The Central Intelligence Agency will provide a service of
common concern to the departments and agencies represented on
the USIB by registering compartmented security clearances and
access approvals of the staff members of Congressional Committees.
The clearances and access approvals include COMINT (SI), TALENT-
KEYHOLE (T/KH), and Projects. The registration will not
include "Secret" or "Top Secret" clearances for staff members of
Congressional Committees or any clearances for members of the
personal staff of an elected official of the Senate or House of Repre-
sentatives.
It will be the responsibility of the granting department or
agency to insure that the staff member meets the requirements
expressed in DCID 1/14, Uniform Personnel Security Criteria for
Access to Compartmented Intelligence.
It will further be the responsibility of the granting department
or agency to inform by established courier channels the TALENT
Security Officer, Compartmented Information Branch, Central
Intelligence Agency, Room 3 E 47, of the clearances and access
approvals provided the staff member. A sample form is attached
which may be used for this purpose.
It is understood by the departments and agencies that each may
accept the certification of the Compartmented Information Branch,
CIA, without regard to or the necessity of duplicating the clearance
procedures and without consultation with the granting department or
agency before providing the staff member with intelligence material.
A certification will not be valid for longer than five years
without an updating of the background investigation on which the
clearance was originally granted. It will be the responsibility of
the original granting agency to conduct this updating investigation.
It will also be the responsibility of the original granting agency
to terminate the clearance when access is no longer required.

The Compartmented Information Branch (CIB) of the Office of
Security, CIA will inform departments and agencies of the withdrawal
of sponsorship and the termination of access approvals.
