Mr. RENNET PP submitted the following resolution; which was referred to the
Committee on Rules
RESOLUTION
i?esolved, That there is hereby established a select cotn-
nnittee of the house of Representatives to investigate the
question of whether Supreme Court Justice William 0. Doug-
las may have been guilty of conduct constituting grounds for
5 impeachment.
6 SEC. 2. The Speaker of the House shall within fourteen
7 days hereafter appoint a. select committee of six Members
8 of the House, consisting of three members of the Democratic
9 Party and three members of the Republican party, and shall
10 designate one member to serve as chairman, which select
11 committee shall proceed to investigate and determine whether
12 Associate Justice William Orville Douglas has committed

1. high crimes and misdemeanors as that phrase appears in the
2 Constitution, article II, section 4, or has, while an incumbent,
3 failed to be of the good behavior upon which his commis-
4 sion as said Justice is conditioned by the Constitution, article
5 III, section 1. The select committee shall report to the House
6 the results of its investigation, together with is recommenda-
7 tions on this resolution on possible impeachment of the said
8 William Orville Douglas not later than ninety days following
9 the designation of its full, membership by the Speaker.
10 SEC. 3. For the purpose of carrying out this resolution
1.1 the committee, or any subcommittee thereof, is authorized to
12 sit and act during the present Congress at such times and
13 places within the United States whether the House is sitting,
14 has recessed, or has adjourned, to hold such hearings, and to
15 require by subpena or otherwise, the attendance and testi-
16 mony of such witnesses and the production of such books,
17 records, correspondence, memorandums, papers, and docu-
1.8 ments as it deems necessary. Subpenas may be issued under
19 the signature of the chairman of the committee or any mem-
20 ber of the committee designated by him, and may be served
21 by any person designated by such chairman or member.
