(Confidential - GLC) Hand-carried to Judy Spahr, Senate Subcommittee on National Security and International Operations, a number of unclassified Agency maps covering the Middle East. These are for her to transmit to Senator Jackson. 2. (Secret - JMM) and I lunched with Mr. Ed Braswell, Chief of Staff, Senate Arme Services Committee, and Mr. John Ticer, a new member of the staff who will work as Braswell's assistant. We discussed the prospects regarding Committee membership, etc. , in the new Congress, and Braswell assured us he would pass on promptly any indications he picked up of questions we might expect at our upcoming briefing of our Subcommittee. He commented that Chairman Stennis continues to be concerned about the trend of events in Indochina, and remains skeptical of the rather optimistic briefings he has been getting from Defense representatives. He also indicated Stennis had expressed some feeling that our strategic defense requirements were being neglected as a result of preoccupation with local hot spots. We brought Braswell up-to-date on certain items regarding the Soviet manned bomber force and Soviet submarine deployment. In response to a question from Braswell about a possible "legislative program" we mentioned our interest in the recent "second spouse provision" in the Civil Service Retirement Act and our interest in resolving our situation with respect to the Federal Employees Pay Act. Braswell saw no problem in our conforming tote new Civil ervice provision and agreed it would be desirable to clarify our situation with respect to the Federal Employees Pay Act. 3. (Secret - JMM) During a chat with Russ Blandford, Chief Counsel, House Armed Services Committee, and I informed him of recent developments regarding the Soviet manned bomber program and submarine deployment.
