8. I (Called Hilda Schreiber, in the Office of
Management and budget, concerning the requirements of OMB's Circular
A-19 relating to "Legislative Programs and Related Cost Estimates."
Miss Schreiber agreed that retirement costs for the CIA Retirement Act
should be considered classified and agreed that the use of "normal costs"
was appropriate for a retirement fund, but said they would also like to
have outlay figures wherever possible. I told her this would be provided
in connection with the funding proposal.
