(Unclassified - LLM) Craig Pettybone, Civil Service Commission, called to find out the status of the Agency' s proposed funding legislation for retirement forwarded to them during the last Congress. I reviewed the situation briefly with M. Pettybone and told him that as far as we understand it, it's up to Civil Service, Treasury, and OMB to resolve the problem relating to the definition of "unfunded liability", and that when this is done we will be informed by OMB and will draft and submit conforming legislation. This will confirm the informal advice given Mr. John Maury of your staff by Victor zafra of this office on October 12, 1970, that there is no objection, from the standpoint of the Administration's program, to the submission, as separate legislation, of Title II of the draft bill. " It seems that we have two choices--either let the matter come to a head of its own accord as it seems to be doing, or stir the pot a little. Any recommendation?
