Committee Report on the Foreign Assistance
Act of 1972
1. The attachment contains the requested comments of this Office on subject
report. Comments consist of two paragraphs which address themselves to differ-
ences between MASF/MAP funds and procedures. Subsequent paragraphs are keyed
to the comments appearing on the "Routing and Record Sheet" from the Legislative
Counsel attached to our copy of the report.
2. This Office is only indirectly involved in matters such as here we comment
upon. Normally our activities are funded and based on Agency appropriations and,
accordingly, we have not directly concerned ourselves with MASF/MAP unique pro-
cedures. By virtue of our involvement with and assistance to the Department of
Defense in their assumption of logistical support in FY 1973 to all irregulars in Laos,
we have acquired some familiarity with the intricacies of foreign assistance. The
attachment was prepared by that officer who has been most intimately involved on
such matters.
