MEMORANDUM FOR THE RECORD
SUBJECT: Exclusions from the Symington Ceiling
On reviewing Memorandum for the Record, 25X1A
same subject, dated 27 April 1972, I feel there are certain matters
which should be supplemented.
(a) At a meeting in Mr. Buzhardt's office, I do not recall that
Mr. Buzhardt related that it was a WSAG decision that a ceiling increase
would not be requested. It was my recollection that he was adamant
that there would be no request. Further, I do not recall that Mr.
Buzhardt said it had been cleared with Secretary Rogers. I do recall
that he stated word would be passed to Dr. Hannah at AID.

(b) Rather than Mr. Buzhardt saying he is hopeful there will be
no ceiling for 1973, it is my recollection that Mr. Buzhardt stated that
a deal had been made with Senator Stennis that there would be no Laos
ceiling and in exchange the $2. 5 billion authorization for MASF would

personnel costs should be excluded per advice from I
