Approved For Release 2007/03/06 : CIA-RDP74B00415R000600120027-0 SECRET, FOREIGN RELATIONS AUTHORIZATION S. 3526 Personnel Reduction JMM took to Hill 22 May 72 (see Journal items) Used as briefing paper copy also to Valtin Section 504(a) imposes a 10 per cent reduction in the total number of Executive Branch personnel serving overseas (other than those of the State Department, certain military categories, and the Peace Corps) by 30 June 1973. Comments: (1) Since 1967, the Agency's overseas personnel strength has been reduced some 20 per cent under various Presidential overseas reduction programs; i. e. , BALPA (Balance of Payment) and OPRED (Operation Reduction). (4) The responsibilities of the Agency have been steadily increasing over the past several years as a result of critical situations in a number of areas, and of new responsibilities for reporting on narcotics traffic, economic reporting, and monitoring disarmament arrangements. (5) Section 504(a) establishes a statutory ceiling for U. S. official overseas personnel which would seriously limit the. flexibility of the Agency and certain other executive departments in responding to emergency situations and unfore- seen contingencies relating to the national security. One major effect of these restrictions would be to sharply reduce the availability of official cover positions for Agency personnel operating overseas. Left with Mary McLaughlin, of the Senate Foreign Relations Committee staff, entioning SenTSPEC Fulbright (D. , Ark.) and the other mentioning several other members of the Committee. 4. Talked briefly with Art Kuhl,' of the Senate Foreign Relations Committee staff. I mentioned that we had provided the offices of Mansfield (D., Mont.) and Scott (R., Pa.) with copies of the Peking wire photo of the Senators' delegation and officials of the People's Republic of China. Kuhl expressed interest in this photograph and asked if we could provide him with a copy. I told him we would be glad to. 5. Sam Scott, on the staff of the Senate Internal Security Subcommittee, called and asked if we could provide the Subcommittee with two copies of the China Atlas. I told him these were getting in very short supply but I could get two copies for him. 6. I Checked with Jane McMullan, of the Senate Appropriation Committee staff, and the custodian of the Senate to make arrangements for us to have access to the Senate Appropriations Committee room regarding tomorrow morning so that we could set up for the Director's briefing. 7. Talked to Mr. Ralph Preston, House Appropriations Committee staff, and confirmed the meeting for 10:00 a. m. Friday, 5 May, at Headquarters for briefing on the Agency budget. Met with Mr. William Hogan, House, Armed Services Committee staff, who told me that Chairman Nedzi would like to schedule Agency witnesses for testimony on security classification for Tuesday morning, 9 May, at 10:00 in Room 2339 Rayburn House Office Building. Mr. Hogan told me that Chairman Nedzi had just determined the time for hearing this afternoon and hoped the Committee hearing schedule could be met by the Agency witnesses. I later confirmed the time with Mr. Hogan. See Mr. Maury's Journal concerning conversations with Frank Slatinshek. 9. Virginia Ward, in the office of Representative Jerome Waldie (D. , Calif.), called concerning a letter from a constituent who was inquiring as to the status of a security clearance which the constituent had for her past employment with ATT and Western Union. I advised Miss Ward that the clearance undoubtedly was not now active. However, it was probably granted by the Department of Defense and I suggested that she contact the Defense Legislative Liaison office. 10. Delivered which their n-pSPEC were mentioned tote following Senators: George McGovern (D. , S. Dak. ), Clifford Case (R. , N. J..) and Edward Kennedy (D. , Mass. ). 11. Met with Al Westphal, Staff Consultant, House Foreign Affairs Committee, and summarized our problems with section 205 of the Foreign Relations Authorization Act of 1972 (5.3526). Westphal appreciated our alerting him to this potential problem, said he was confident that the House conferees (probably Morgan, Hays, Fascell, Mailliard, and Frelinghuysen) would support our position and recommended that we explain our position to the House conferees and provide them with language which would suit our interest as soon as the measure clears the Senate floor. Westphal also asked that we give him whatever we intend to give the conferees and I said we would do this and would appreciate any comments he might have. Westphal also said he had just completed writing the committee report of the House version of S. 3526 and that the bill was a straight authorization for funds and sets the stage for striking or amending section 205 when the measure reaches the conference comr ee. I said we would be glad to go along with them in approaching people like Senators Dominick and Baker, whom we knew were sympathetic, but would not want to participate in meetings with members of the Senate where our presence might be a liability. Called Jim Woolsey and later Ed Braswell, Senate Armed Services Committee staff, about the Director's possible appearance this afternoon before Chairman Stennis and other members of the Committee to discuss Vietnam. As it developed, the Chairman was tied up on the floor throughout most of the day and the briefing never came off. 6. I Discussed with Frank Slatinshek, House Armed Services Committee staff, the briefing tomorrow of the full Committe2 X1 on the Vietnam situation. I said we weren't sure who would give the briefing and asked if there were any particular questions we should be prepared for. 7. At his request I met with George Murphy, Joint Committee on Atomic Energy staff, who told me there was some rumbling about the possibility of asking the Director to meet with the Joint Committee within the next couple of weeks to bring them up-to-date on Soviet activities in submarine and missile fields. He said this interest has been generated as a result of Senator Proxmire's opposition to the ULMS and a desire on the part of some Committee members to find out what the Soviets have been doing in recent months. Murphy merely wished to alert us at this point. He said thus far Representative Price has agreed to ask us for a briefing but it has not been taken up with Chairman Pastore. 8. In a chance meeting with Tom Korologos, of the White House staff, I brought him up-to-date on what we were doing with regard to the State authorization bill. I said we had given Ed Braswell, Senate Armed Services Committee staff, material and proposed amendments which Senator Stennis could use for an amendment against the 10 percent personnel cut (with a specific exemption for the Agency or elimination of the entire provision depending on Stennis' wishes) and had provided Charles Ablard, USIA, with material which he could use in pulling together general arguments against the dissemination of information provision. Korologos agreed completely with our desire not to involve the Agency in a floor debate on this latter section. 9. Talked with Miss Barbara Bingley, on the staff of Representative Gilbert Gude (R., Md. ), about a personnel case on which the Congressman had contacted us and made arrangements to discuss the case with Mr. Gude next Thursday at 2:30 p. m. after he has returned from a trip abroad.
