MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with Directorate R&D Representatives
1. Attending the meeting were:
S&T - Mr. C. Duckett
Dr. D. Steininger
2. The R&D Coordinator met with Directorate Repre-
sentatives to review the R&D coordinating process in general,
and elicit comments or recommendations.
3. There was full agreement that the Board functioned
well in technical areas, but that it was unrealistic to
expect the Board to treat the budgetary aspects of the
R&D program extensively. As in the past, given a require-
ment to arrive at a particular budget level, the Board can
suggest alternative approaches by which this may be
accomplished. The need in any particular R&D area,
however, is primarily related to the collection processing
or other activity with which it is associated and not with
other R&D activities.
4. other items were discussed including the ongoing
effort of Ito produce an improved statement of
future in igence and operational. R&D needs, the need
for more comprehensive training programs, the impact of
security, and significant broad trends with R&D implica-
tions such as the

and the implementation of automatic processes in a
variety of activities such as Comint, audio, EOI, etc.
5. Misconceptions fostered by independently treating
segments of the total Agency R&D program, depending upon
the source of funds, were discussed in some detail.
Mr. Duckett offered to help in obtaining clearances for
any Project Officers where access to OSP, OSA, etc.,
activities would preclude duplication, or be of assistance
to them.
