Dear Dr. Mann: Enclosed is a revised proposed Statement of Work for the Lawrence Radiation Laboratory participation in the DOD/ARPA program referred to as Net Technical Assessment. We have not attempted to define the program in detail. This is a new activity, requiring an unusual degree of cooperation among various agencies. The best mode of operation can probably be defined only after some further experience in this activity. As in our previous discussions of funding, we propose that the FY 1970 level of funding be $250,000. Based on current UC-LRL rates, this funding will provide for approximately 8 man years of effort, $10,000 for computer charges, and $5,000 for equipment. The exact division between manpower, computer charges, and equip- ment will, of course, be determined more precisely as the program develops. Sincerely yours, Michael M. General The primary objective of this program at LRL shall be to conduct or participate in Net Technical Assessment studies to be monitored by the Advanced Research Projects Agency. These studies will include considera- tion of existing or projected U. S. weapon systems, the comparison of them with analogous foreign systems, and the analysis of their effectiveness against the possible foreign counter systems. The studies will seek to identify the possible opposing technologies, to determine the key tech- nical parameters which are most likely to determine the outcome in a con- frontation of forces, and to analyze the sensitivity of the results to possible changes in the technical parameters. This work will require, simultaneously, analyses of existing and projected U. S. weapon systems and consideration of extensive, all-source intelligence on the possible opposing foreign weapon systems. II. Specific Tasking A. Initial Task A first task of the LRL NTA Project will be to study the Soviet SAM and ABM systems and the U. S. capability to penetrate these defenses. Specific detailed areas of interest include: Capabilities of U. S. offense systems--Minuteman, Titan II, Polaris, B-52, FB-111. Capabilities of the SA-2 system, the SA-5 system, and the Galosh system. The possible interactions between these defenses and U. S. offense weapon systems. Nuclear phenomenology involved in the operation of these systems during an offense/defense nuclear engagement. Other Tasks The initial task, above, is expected to be followed or supple- mented by other similar tasks, as mutually agreed upon. We intend to keep a small fraction of the funded effort looking at major questions that might lead to other tasks for ourselves or others. C. Consultation LRL expects, as part of this NTA effort, to furnish nuclear weapon related consultation and advice to NTA contractors and agencies employed by ARPA and to receive consultation from them in the areas of their expertise. LRL expects to participate in inter-contractor working groups when neces- sary to accomplish tasks requiring input from several technologies, as agreed to by ARPA and the contractors involved.
