Robert Amory, r. De ty Director of the CIA made his first on-the-record address in some fo yea s as part of a foreign policy lecture at the University of South Caro "Amory, one of the handful of Americans who know most about Soviet p3 ns con ended Russia is not ready to risk a major nuclear conflict.
