Sey- mour Halpern, R-N.Y. "I do not think the CIA has the authority to covertly infil- trate domestic institutions and groups which may or may riot maintain contacts behind the Iron Curtain," he said in a speech prepared for delivery in the House. "The real or potential assist- ance which these groups pro- vide in the collection of foreign intelligence matter is essentially irrelevant," talpern said.
