the U. S. Senate, denied yes-
terday that he had ever said
the nation did not need addi-
tional civil rights legislation.
"Abc ve all," Mr. Donovan
told a Histradut luncheon at
the Hotel Astor, "we need
courageous enforcement of civil
rights 'laws passed 100 years
ago."
Mr. Donovan told the His-.
tadrut group, which sponsors
educational and medical proj-
ects in Israel, that Israeli-Arab
problems could not be solved
by "more back=slapping trips
by politicians." The situation
demanded "some one with a
permanent interest in the
State of Israel," he said.
He also said that "every con-
stitutional means' should be ex-
plored so that school children
and their parents can be aided"
in financing education.
Mr Donovan campaigned
last night in Albany before re-
turning here. 100
