Overseas TV Reins Urged

Meyers suggested the establish-

Sarnoff Disagrees
On Wednesday, NBC Koss Rob-
ert Sarnotf said international TV
was no ground for "governmental
tampering" 'pith progratns,
The Meyeri'memo was sent to
