1. (Internal Use Only - LLM) Spoke with Mr. Bernard J. Fensterwald,
Chief Counsel, Senate Subcommittee on Administrative Practice and Procedure,
concerning the progress of S. 928, the Administration's wiretapping and eaves-
dropping bill, and other related measures. (See Memorandum for the Record.)
2. (Secret - GLC) Accompanied Dave Brandwein to a briefing of
Messrs. Conway and Murphy, of the Joint Committee on Atomic Energy staff,
in response to a letter from Mr. Conway requesting our comment on a
New York Times article having to do with Soviet capabilities for deorbiting
nuclear weapons. Mr. Brandwein handled the matter quite thoroughly and
competently and it was not necessary to leave with the staff members any
written documentation. In the course of conversation, Mr. Conway brought
up several other subjects such as the. status of the Soviet submarine fleet,
and their nuclear weapons capabilities. He said he would like these included
in the next DCI briefing of the Joint Committee which he hopes can be
scheduled before the congressional adjournment. Mr. Conway did not mention
a date, but merely wished to .alert us to the fact that they would like to have
the Agency up again in the near future.

ness Investigating Subcommittee. staff, who indicated it is very, possible that
Colonel Brower will be accompanying the Subcommittee staff group and, if at
all possible, he would like to have Brower participate in the. Agency briefings

6. (Confidential - GLC) in the office of Senator Charles
Percy, called to say he had received a ca from a newspaper reporter asking
whether Senator Percy had received any "pressure" from the Agency in the
form of monitored foreign press commenta~} c~ the Senator had made his
speech warning of the dangers of the escala`tt?'/tte war in Vietnam. 25X1
(a former Agency em to ee who worked in indicated they had receive
no pressure from the. Agency in this regar ut had received foreign press
comment from the Agency from time to time. He said he regarded this as
a real serv ice to the Senator and a courtesy for which they were extremely
grateful. He added that he thought it would be a real disservice to the Agency

of this query. I asked if he would care to identify the reporter and he declined
saying that it might reflect adversely on Senator Percy if any contact were

and thanked him for contacting us. I then alerted Mr. Goodwin to this.

7. (Confiden & - ) Late in the day, Mr. Goodwin called and
advised that he had ~i11 call from George Wilson, of the Washington
Post, regarding the _ matter. Mr. Goodwin, in 'response to Mr. Wilson's
questions, acknowledged that the Agency performed this service, indicated
that it was not lobbying and pointed out this had been done for some time. .He
said it was nct something that had been done since the Vietnam war and,
therefore, was nothing new. According to Mr. Goodwin, Mr. Wilson commented
that the average housewife. was not aware of this and he just might do an
article on it.
I advised in Senator Percy's office, of our inquiry from
Mr. Wilson and at this point cknowledged that Mr. Wilson was
the. reporter who had made the call to him earlier in the day.
8. (Internal Use Only - JSW) Talked with.'Z$ill Woodruff, Senate
Appropriations Committee staff, indicating that we were all set for any day.
next week, except Wednesday, for Senators. Mundt and Milton Young to visit
NPIC. He will advise me of the best date. In addition, I gave him a blind
statement which, in effect, denies CIA interest in the "Wiggle Seat" indicating
that the Director would like to see. this placed in the Congressional Record.
Woodruff stated he would be seeing Senator Young on Monday and he was sure
that the. Senator would be happy to put this in the Record.

9. (Unclassified - JSW) Met with Mr. Philip Kelleher, House
Armed Services Committee staff, and gave him our latest draft of the CIA
legislation which he plans to have reintroduced as soon as possible. He
also advised that Chairman Rivers had signed an appropriate letter to the
Comptroller General, Elmer Staats, concerning Agency disposal of financial
records.
10. (Unclassified - MKS) Don Deuster, in the office of Representative
Robert McClory, called asking that the Congressman be sent three sets of
application forms for employment together with professional brochures. I
advised Mr. Deuster these would go forward.
11. (Confidential - JGO) Met with Miss Phyllis Seymour, Special
Subcommittee on National Defense Posture, and delivered the Agency response
.relating to military shipments to Cambodia. I. placed this paper together
with the originals of the other inserts in their proper page positions in the
transcript. Miss Seymour expressed her appreciation for the Agency's
prompt follow-up on a request made to the Director, and the assistance
provided in inserting the documents ~~ipqn the transcript.
12. (Confidential - JGO) FI'fi'SeP%ith Re resentative Charles Bennett
(D,;, Fla.) and advised him that who had been
referred by Representative Bennett, is of some interest to the'Agency, and
that our present intention Is to maintain contact with him when he goes out
of the country. Representative Bennett thaMbNe for the follow-up and
advised that he would close out the file on I without further notation.
Met with Richard Sewell, Representative Bennett's Administrative Assistant,
at Mr. Bennett's request, and followed up with him on the Dr. Buck matter.
Mr. Sewell took the opportunity while I was with him to advise that he
is President of the Burro Club, which is the Capitol Hill association of
Democratic Administrative Assistants. He, as President, is interested in
having a senior Agency individual address the Burro's. If available, they would
like the Director, and would come to the Agency if that were desirable. Normal
attendance at their sessions is about 100 individuals. I advised Mr. Sewell
that the Director was not available at the present time, but that I would pass
their request on in general terms, and that I would talk to him further during
