25X1A9a 2. who was born on 24 November 1913 in Newark,
New Jersey, is a graduate of the U. S. Military Academy, Class of
1938, and had served two years in the U. S. Army as an enlisted
man just prior to entering the Academy in July 1934. Upon gradu-
ating from the Academy Subject was appointed a 2nd Lieutenant in
the Regular Army and served continuously until his retirement in

Chief of Psychologica ar are and he was loaned from that office
in 1953 to the Central Intelligence Agency where he first served
as Executive Officer and subsequently as Acting Assistant Director
of the Office of Planning and Coordination.
