Approved For Release 2009/02/10 :CIA-RDP75-000018000300150040-5 REAR ADMIRAL CARL FREDERICK ESPE Carl Frederick Espe was born in Pittsburgh, Pennsylvania in 1900. He was grad- uated from the U.S. Naval Academy in 1922 and commissioned Ensign to rank from June 3, 1922, and subsequently, advanced to the rank of Rear Admiral to date from April 1, 1949. During World War II, he was successively: Commanding Officer of the destroyer USS O'Brien; Navigator of the USS Ranger; aide to the Vice Chief of Naval Operations; Commander, Destroyex Squadron 46; Commander, Destroyer Division 91. For services while in the last two assignments, he was awarded the Silver Star Medal, the Legion of Merit with Combat "V," the Bronze Star l~Yedal with Combat "V," and a Gold Star in lieu of the Second Legion 'of Merit. also with Combat "V." Returning to the Navy Department in January 1946, .ie had temporary duty in the Bureau of Naval Personnel after which `he repor~ed as Assistant Chief of Operational Intelligence, Naval Intelligence Di~i- sion, Office of the Chief of Naval Operations. He remained there until May 21, 1948 when he assumed command of Destroyer Flotilla ONE. Between February and June 1949 he attended a course at the Naval War College, Newport, Rhode Tsland, and upon completing his instruction was assigned the following month to the Office of the Chief of Naval Operations for duty as Deputy Director of the Naval Intelligence Division.
