In South Vietnam To the Editor of The Cour3.nt `, I was alarmed to read re- cently that: a leading C1 . official had written a report advocating neutralization . of Vietnam. This plan which would of course necessitate withdrawal of American troops in Vietnam, reportedly had "general approval" of the C.I.A.'s ,Board of National Es- timates. Let me be quick to remird any compromisers of the "peaceful" solution the U.S. State Department agreed to in Laos. The United States and So- viet diplomats agreed to the es- tablishment of a coalition gov- ernment, a government which named 13 Communists to the 15 member cabinet, a govern- ment which ousted anti-Commu- nist presid'nt Bonn Ourn, a i-v- ernment which allowed 10,000 Communist :soldiers to remain in Laos thus violating Khrush- chev's pledge. It is about time the United Slates reversed this trend and adopted a win policy in Viet- nam. The Soviet have prov- en time and. time again that peaceful coexistence with the Communists is impossible. We are experiencing a time when America must strengthen its 'stand in South Vietnam and prove to its people that we will not sit back and allow them to become slaves of the Commu- nists.
