Intelligence Agency, died Sun-
day of a heart attack at Sub-
urban Hospital, Bethesda.
A native Washingtonian Mr
.
McKinley bggan his Govern-
ment service .;with the Depart-
ment of Agriculture at the age
of 18. He moved to the Bureau
of Public Roads in 1930, and
worked on the Alaskan high-
way project.
From 1944 to 1952 hey worked
as a management anaylst and
examiner for the Federal
Works Agency and the Gen-
eral Services Administration, 1-
He went to the CIA in 1952.
Mr. McKinley was also a
member of the Society for Ad-
vanced Management and of
the American Management As-
sociation.
He leaves his. wife, Helen, and
a son, William, of the home
address, 2822 Rittenhouse
street N.W. His mother, Char-
lotte DeVillers McKinley, lives
in Sarasota, Fla.
Services were to be at 2 p.m.
today at the Chevy Chase Bap-
tist Church, with burial in Fort
Lini;oln Cemetery.
