2. Mr. Elmer B. Staats, Chairman of the Foundation's Board of
Trustees, has invited you to nominate a candidate for the 1966 Jump Award.
This award is given annually to Federal employees under the age of 37 in
recognition of distinguished service in public administration.
was the winner of the principal award in 1964 and

William A. Jump 11~Miemorial Foundation. Mr. , Office

as a recipient of the award.
