One source said he left the agency be- cause "his work was finished." Powers quit the CIA on Oct. f,, eight days short of another U-2 flight over Cuba which pro- duced the first hard evidence of Russian-missile bases there. The. 33-year-old flier had been. working at CIA head- quarters here since his return to Washington from a Russian prison last winter.
