Rep. Pat Jennings (D., Va.), mayors of seven towns, color guards, and National Guard units were to take part in a parade and a re- ception in Big Stone Gap's Armory, largest building, in Wise County. One of Mr. Powers' first actions at home: He put on boots and helped push a car out of the mud left by last week's thaw.
