down over Russia in 1960,.
crashed during a test flight,
killing a civilian pilot. A
spokesman for the Lockheed
Aircraft Co., which builds
the reconnaissance planes
that have also been used for
missions over Cuba, said the
plane was on ' a routine
flight when it crashed three
miles north of this Cali-
fornia base.
