CIA -- BLACK OPERATIONS IN "DIRTY TRICKS DEPARTMENT"
WALTER CRONICITE: Todayta report -~ more an the CIA. Eerily
this+we?k, one of theov broadvasts touvhod on the sub~evt of the
CENTRAL INTELLIGENCE AGEI~'CY -- the CTA -- and its r?lation to our
domocrativ society. There was spocifia reforvnae to a case
pending in~Baltimore fod4ral court, where it seemed apparent the t
a traditional ~udiaial process was being abandoned in the name of
national sevurity. Novr its clear thatts aaactly what hsa
happen?d. The litigation involy?a tyro Estonian refugees >- one
of thorn is Juri Raus, who has been revealed as an agent for the
CIA. Rous i$ being sued for slander by Erio Hoino, ~rhom Raus
publicly labeled an agent far the Sowiet oovrot polioo.
Attorneys for th? CI A Herr claim that Rnua is? lvgr~lly immune
from th? slander vhargv, beaacisv of his privileged role as a
government ag?nt. They also Maim that Raus mAdo the char~r?
.against Heinn on specific instructions from hie superiors in the.
Int?lligdnve Agency, and they insist that a triAl, which would
rQquire the CIA to produce witnassrss in support of its claims
about Raus and Hoino would not be in the intore,st of the sovurity
of the Unit?d States. Offioiala say such app?aranc?s would furthest
compromise the s?cre~vy of .the CIA.
It ~i-s .not poaaible for a layman to confirm or dopy the
lvgitlmavy of the CIA claims about the stAtus, of agent Raus. It
is clear -? and .lawyers for the Amoriaan Civil Liberties Union
confirm it -- that Heine, ~vho alai~~s he was slandered, is being
denied due process. This in itself contravenes constitutional
guarantoea of impartial juatioe. Outright disregard for long
established Judicial practices hardly seems the way to defend
democravy. At the very least bad judgment is involved. If it
wore necessary f~ the agenoy to stay out of the limelight in the
Rous- Heine ease, it r~ouid have been I'ar;.mQre~:prudent, it eeeme~

"slippery" quAlities of tha CIA, in dealing not wi~L?h onotny, but
with the Am?rican public. Sonator J. W. Fulbright~s now
challenging vahat h? calls a CIA effort to propagandize the
American public. More on that after .
Sts propaganda activities. This is Walter Cronkite . . .
Sonator Fulbright has noted that an articl.o about the Vi?t
Cong, writtQn by a CZA employee, appears in th? current isnuo5of
"Foreign Affairs" quart?rly. Tha autho~+, Gearge Carver, is not
ido~i~ifiod as a CIA man. Fulbright maintains this unacknowledged
connection with th? CTA moans the article may win accaptanoe as an
independent evaluation, rather than a governor?nt a~+vraisal of the
sub~eot covered. Fulbright believes wide use of such an int?rnal
.propaganda roothod could debase the currency of Atne~rican scholars
-and foreign policy experts.
Sti11 another point, the importance of the CIA, as an
information gathering agency is unquestion?d -- but there must and
should be, reservations about its ao-called "'black operations in
the dirty triaka~ department -- even greater reservations about
