IF COEXISTENCE FAILS"-(S. DOC.
NO. 78)
Mr. JOHNSTON of South Carolina.
Mr. President, the Senator from Con-
necticut [Mr,.luLpi has written an out-
standing, analysis of our cold war posi-
tion with relation to the Soviet Union.
Under the title of "If Coexistence Fails"
this notable study of one of the most im-
portant issues of our time has been
printed in the Quarterly Journal of the
Foreign Policy Research Institute of the
University of Pennsylvania. This is an
excellent publication but of somewhat
limited distribution. I am confident
that the great amount of research which
has gone into Senator DODD'S study, the
keen insight he has brought to the sub-
ject, and the clear and incisive language
in which he has couched his article,
make it a matter of great interest to all
the Members of the Senate, as well as
something of lasting historical value. I
therefore ask unanimous consent, Mr.
President, that the text of this article by
the Senator from Connecticut may be
print a, Senate document.
The VICE PRESIDENT. Is there ob-
jection to the request of the Senator
from South Carolina? The Chair hears
none, and. it is so ordered.
