United States-- a visible and an invisible government... The invi-
sible f?:avernrnent is not restricted to CIA.... Nor is it restricted
to the activities of nine other government organizations which
make up the U.S. intelligence community...0The invisible government
:includes many other organizations which from without appear to be
integral parts of the government machinery. It even includes in-
dividuals who work for various firms and establishments, the Peace
Corps, and other organizations which the United States maintains
abroad.... In calling U.S. intelligence organs an invisible govern-
ment, a sort of state within a state.... American propaganda is
following a fully defined aim to prove....that the government can
have no part in subversive activities and that CIA allegedly works
at its own risk .... However, this does not mean that U.S. intelli-
gence acts independently without the government's knowledge and
sanction.... the White House not only bears responsibility for CIA
operations.... it approves plans to overthrow governments or bribe
the subjects of foreign states, even friendly states., in other
words, the invisible government is directed by the visible

"Ever since the process of colonial collapse began Washington was
at pains to work out an acceptable over-all doctrine. Its efforts
produces two basic policies, or two policy systems, which can be
designated as 'tough' and 'liberal' colonialism.... All the basic
international factors that led up to the proclamation of 'liberal'
colonialism as a substitute for 'toughg colonialism continue to
exert a powerful and constantly increasing influence on U.S. and
