You may recall that when I last visited your office, primarily
25X1A9a to read manuscript, I offered to submit my
draft bibliography on Intelligence and National Security to an
informal review process. We did not, at that time, work out
any details of this review process.
Within a month I expect to have available copies of the
Supplement to this draft bibliography, pages 316-838, plus a
revision of my introductory critique of the literature, neces-
sitated by the location of additional materials in the public
domain.
I can delay distributing this Supplement to students in
Harvard's National Security policy Seminar for a limited time,
should there be any item(s) of an objectionable nature.
Between the time that this Supplement is distributed and
university press publication of a bibliography, approximately
2 out of every 3 entries must be eliminated (for reasons or
economy---though most of the literature is junk anyway). The
more selective bibliography is likely to receive fairly wide-
spread distribution; since I shall be removing 2 of 3 entries
anyway, i could easily remove a few more should there be any
particular problem in bringing attention to any particular item(s)
which, though in the public domain, present problems about which
I have no knowledge. Needless to say, I would not make any ref-
erence to the fact that this bibliography had been submitted to
CIA for review, just as I make no reference to active intelligence
officials who have offered comments or criticisms.
Although I am loathe to submit this manuscript to separate review
by a dozen different departments, I would have no objection to your
coordinating any review with the FBI, Defense, etc. Since the

Director of Central Intelligence is charged with responsibility
for protecting intelligence "sources and methods," under the
National Security Act of 1947, as amended, I have assumed that
any review, should any be desirable, would be coordinated through
your office, notwithstanding the fact that I have never been
an Agency employee. What work I have done for the office of the
Secretary of Defense really has no relationship to this biblio-
graphy; therefore, should any review be effectuated, I assume
that it will be effectuated through your office.
When this Supplement is completed, I shall send you a copy.
Should any deletions be desirable, I would appreciate learning
of them within a few weeks of your receipt of this Supplement,
so that this process will not unnecessarily disrupt revisions
for publication.
