FOREIGN BROADCAST Sanitized - Approved DECEMBER 2, 1964 CPYRGHT Moscow in Finnish to Finland 1630 GMT 2 December 1964--L (Summary) Contrary to repeated Washington and Brussels claims about the humanitarian, character of the Belgian paratroopers' mission in the Congo, including Foreign Minister Spaak's assertion that the paratroopers were not in the Congo to aid Tshombe's troops to enter Stanleyville but to prevent mass murder, the. Belgian paratroopers, ferried in U.S. aircraft, specifically helped Tshombe's forces to enter the town and this was the,signal fora veritable bloodbath. Western eyewitnesses have testified to this, including the correspondents of AP, 'FIGARO, and GIORNO. "If the,interventionists saved anything in the Congo it certainly was not human lives. They saved the profits of the bankers of Brussels, New York, and London." The,operation was planned under the leadership of Averell Harriman, who-owns the Brown Brothers, Harriman and Co. bank, and,this bank has large-investments in the-Congo. Tshombe suits Harriman, for Tshombe allows foreign bankers-to order the economy of'.the country and thereby reap fabulous-profits. Pacifying and calming talk now comes from Brussels and Washington, saying that the. paratroopers have departed and everything is all right. "But in the first place, a crime remains a crime,. and what the Belgian paratroopers did: in the Congo is a crime from any point of view. In addition, although the paratroopers have departed, the intervention in the Congo is still eontinuing,...The British news agency REUTERS reports: The U.S. Air. As Vs reported, it is the U.S. Central Intelligence Agency`that?direots the operations of the interventionists. But all this proves insufficient to break the liberation struggle of the Congolese people." Tshombe is.now touring West Europe to get.further aid, to "pacify" the Congo.'.But.can there ever be peace and order in a country whose regime,is propped up by foreign.. j 'bnly-complete withdrawal of all foreiaYh troops, including.the mercenaries, only complete. cessation of foreign intervention in Congolese affairs, can normalize the'situation in that country.
