The much amended resolution was largely the work of the Rev. I.Mierd ;Mumma of Bos- ton, ,Presbyterian university pastor at Harvard and member of the World University Service Sanitized The resolution calls for an' Investigation, by a speclall W.U.S. panel, of "published re-; ports" that John Simons, the organization's executive di rector, and Dr. Buell G. Gal- lagher, a past chairman, were: "possibly guilty of complicity in acts which the eqmmittee thoroughly deplores." The resolution recognizes: that both Mr. Simons and Dr. Gallagher, president of the City University of, New York, "have: categorically denied any knowl-' edge" of C.T.A. involvement in the organization. It says the available evidence is "circum- stantial and not particular or substantive." The request , to President Johnson asks him to "recognize the dilemma of conscience of persons sworn to silence" about dealings with the intelligence agency, and to "release such persons from their oaths." It was proposed as an amendment to the main, eight- pdint resolution by Gerhard El, ston, an official of the National ? Council of Churches.
