f :4 ; Inv 1R. Approved For F e v Who Knows' O Intl been annou%big to the d-t he' has 6OZU roil of _th# 's rch anti $ "' and that the President would be in abetter position to. know what is;he cisstry than a relatfvel!y uninformed congressman. The President has access to ligence services, from the C.I.A. and from the National Security Council. Thus he is in a position to know at any time the strengthl11 ' of the Communist forces any- where at anytime; our relative strength in different areas of the Communist purpose behind ap-1. parent moves. No congressman knows this; and it Is a good thing they don't since, judging from the way some of them talk, the Soviets would also know these facts in a hurry. For example, just before the Cuban crises, we were pulling troops out of Vietnam and Laos; we put the Berlin troops on man- euvers in West Germany, and we. shifted our plane and troop con- centration. to the South. It may have been that we were prepar- ing an action on Cuba, but were waiting for the proper moment. It may have ben that when Red China invaded India, thus tend- ing to tie down Russia near home, this was considered to be the proper time. What, I ask you, would Con- gressman MacGregor know about :.< these things? ill& demand for action, if followed by public opin- ion, could have forced the Presi- 4ent's hand before 'tlie proper time, and be a fatal step for this icouqty'ji~l the cause of freedom.
