troops out of Vietnam and Laos;
we put the Berlin troops on man-

shifted our plane and troop con-
centration. to the South. It may
have been that we were prepar-
ing an action on Cuba, but were
waiting for the proper moment.
It may have ben that when Red
China invaded India, thus tend-
ing to tie down Russia near home,
this was considered to be the
proper time.
What, I ask you, would Con-
gressman MacGregor know about :.<

action, if followed by public opin-
ion, could have forced the Presi-
