MEMORANDUM FOR: Deputy Director of Central Intelligence
SUBJECT: Task Force Report
1. This memorandum is for the information of the Deputy
Director of Central Intelligence.
2. The Task Force which you directed be established has
been organized, has had several meetings and has developed various
materials relating to the recent press and congressional attacks on
the Agency. The membershi of this Task Force consists of Messrs.

(CI Staff), - (OCI), and-(Legislative
Counsel). Independently and collectively, the Task Force has
accomplished the following:
(a) a detailed analysis of Representative Lindsay's
statement on the floor of the House attacking the Agency has
been submitted to you by the Legislative Counsel.
(b) a preliminary analysis of Lindsay's forthcoming
article in the March issue of ESQUIRE has been submitted to 25X1X8

(c) the Legislative Counsel provided material to
Senator Dodd which was used in the preparation of his speech
on the floor of the Senate on 17 February. The draft speech was
subsequently submitted to the Agency and cleared, with certain

(d) the Legislative Counsel has given Senator Stuart
Symington a list of the specific points raised by Senator McCarthy
in his SATURDAY EVENING POST article and comments theron
which could be used by the Senator in private conversations
with Senator McCarthy. This paper was cleared by the Task
Force and approved by you.
(e) the CI Staff has prepared a dossier of material
including columns by Allen-Scott, Richard Starnes and Henry
Taylor as a preliminary step in analyzing the similarities and
differences in the press and congressional attacks.
3. In keeping with its understanding of its charter, the Task
Force will prepare a theme analysis of these attacks on the Agency in
an effort to ascertain the source or sources from which these attacks
emanate. The CI Staff in collaboration with the Task Force is continuing
its study of the Soviet dis-information program which was identified and

documented by in his testimony before the Senate Internal
Security Subcommittee in 1961 under the title COMMUNIST FORGERIES.
The Task Force will prepare for internal information an individual
analysis of each of the attacks on the Agency which have not already
been submitted. Detailed analyses of the second McCarthy and Lindsay

This is a very rough piece, but I hope it will do for a start,
Lindsay doesn't have much to say of a specific nature, of course,
except for the reference to a "group of Batista refugees" at the
Bay of Pigs and to support of the SVN Special Forces which is one of
the more stupid comments I have seen. All that could really he said
on that is that support of the force was legitimate, CIA was not
r3sponsible for the use to which they were put (I hope).
I haven't been able to get figure for "exiles and refugees" working for

CIA, although I asked in Security. I deleted reference to
a total figure of agency employees as unnecessary; the military figures
make the point, although percentages might do it even better.
I will be in OCI/MIL Saturday and Sunday morning (1936R) if there is
anything else I can do.
