A secret agreement between the US and Russia, some aspects of which have leaked out of the Spanish and French press, places Moscow in the position of agreeing to the liquidation of the crude, atrocious and un- popular Cuban Communist Regime whose costly maintenance on the part of the limping Soviet Economy has resulted only in the lose of influence of the Communist Parties in the Western Hemisphere. The only .condition Nikita Khrushchev demands is that there be no unilateral intervention by US Armed Forces in Cuba. This leaves the door open for: (a) an agreement of armed interventi by the Organization of American States; (b) an invasion by Cuban exiles from a Central American Country; (c) an internal uprising with the partic pation of the Communist Army. THE ARMY OF THE EXILES Five thousand young Cubans have been graduated from the training school in Fort Jackson, South Carolina, in a special six-month program. More than three thousand, among which are the 1,300 who landed on the Bay of Pigs and those who remained in reserve in the fields of'Guatemala and Florida, make up the so-called Brigade 2506.
