Approved For Release 2dig11/P: 'A 5-00149R000 APR 19 1966 SaItoonstall Denies 'Clandestine' Links Of C.I.A. and School Special to The New York Times WASHINGTON, April 18 Senator Leverett Saltonstall y?said today that there was no ing "clandestine" about -the Cen- tral Intelligence Agency's par- ticipation in a Michigan State University program to train security policy in South Viet- nam from 1965 to 1959. "The C.I.A. representatives worked specifically ih training the Vietnamese police services, not in Clandestine C.I.A. activi- ties," the Massachusetts Repub- lican declared on the floor of the Senate. , Mr. Saltonstall, who is a member of the Senate Armed Services Subcommittee, which deals with C.I.A.. activities, said that he had asked the agency about published reports crit- icizing it for allegedly having used an institute of higher learning as "cover" in Vietnam. According to the C.I.A.; the police training mission origi- nated in a 1954 proposal; by President Dwight D. Eisen hower to help free world na- tions strengthen their police and security forces against Commu- nist subversion, Senator Salton- stall said. Other United States agencies beside .the C.I.A. were ordered to provide assistance in- eluding manpower. Owing however to the' "urgency" of the situation and the non-availability of adequate personnel the Government con- tracted the responsibility to! Michigan State University and the university in turn, agreed to include C.I.A. technicians ink its program, Mr. Saltonstall said..
