A. Walker resumes his testimony today before a Senate ?
subcommittee, in the wake of seven angry hours during
which he blazed away at government officials--from Presi-
dent Kehnedy on down. He contended the nation is follow-
ing a policy "of `no-win' and retreat from victory."
