URGED IN SENATE McCarthy and Young Seek l Greater Control of Agency WASHINGTON, Jan. 24 (UPI) -Two proposals designed to subject the Central Intelligence Agency to closer Congressional scrutiny were offered today In the Senate. Senator Eugene .1. McCarthy, Democrat of Minnesota, called for the creation of a special Senate foreign relations sub- committee to make a "full and complete study" of the effects of C.I.A. operaf.lons an United States foreign relations. Senator Stephen M. Young. Democrat of Ohio, Introduced a prnpnsal that. would establish a point Senate-House committee, on a permanent basis, to over- see C.I.A. operations. Both Senators, in floor state- ments accompanying their pro posals, maintained that the C.I.A. had been making policy as well as carrying I out. Both criticized the current situation In which a special subcommit- tee drawn from Appropriations and Armed Services Commit- tees, Informally keeps a watch on C.I.A. operations.
