Sen. Stephen M. Young,
Ohio, says "it is a fact that in
ell of our embassies overseas
we have CIA operatives, or
spies."
It also is a fact, the Ohioan
told the Senate yesterday, that
both the Soviet Union and this
country maintain espionage
agents as part of their diplomat-
ic staffs in Washington, Moscow
.-and other world centers.
Young urged ratification of an
agreement with Soviet Russia
which would permit both na-
tions to open diplomatic and
trade offices or consulates in
major cities of the other nation.
Young branded as misin-
formed and ignorant "the
tremendous volume of pressure
mail I.have received from Ohio
citizens" against the agreement.
The Senate Foreign Relations
Committee has approved the
consular agreement.
Young told the Senate that the
United States would gain most
advantage from the formal
agreement.
He said most of the protests
stein from a fear that the Soviet
would gain additional bases for
espionage through its consulates
in major U.S. cities. .
"The important fact is that
we would be giving the Soviet
Union nothing, that it does not
already have," he said.
