1. Ob_iectivets of t_he study. TI-e objectives- of tb~.s study nre to improve
reportinga, reduce related papesc~aa~ric, and el~.r~ir~te un just~,fied reporting
requirements and associated reporting sy~stema. Thy specific Gavernment-
wide goals are:
- A reduction of five million man??iiours 3.n the brae expended
by the public in. fill:~n.g out $dmir~istxative. fQr-~s and
inquixiet~ which a,re subject to . c].ear~nCe ux~de'~ tine Federal
Reports Act (44 U.S.C. 3501--3511). .
- A $200 million reduction in funds expended by the executive
branch for reporting axed mc~lated pnpert~or~.
2. Definitions> Far the purposes of this study, the folla`~ring defini-
tions gill be utilized: .
a. R~orti~g s ste~~. All systems far the pracass~iu~g of documents
or transmissions of data which are used La set ?~oals,~fix priorities,
schedule aperatfans, allocate resources, measure results, prova,de infor-
mation, and improve efficiency. Systems include all related reiaorts,
forma, records, directives, inatructian:~, and processing and collection
techniques, whetiaer,mechanical ax manual.
b. Report, Any documents ar tra,narnissian of data on a recurring,
regular, or periodic basis. Reports many be in narrative, tabular,
graphic, questionnaire, punched card, tape, ar other faa-~ais.
c. Public reparting. Any reporting required by the Federal Govern-
ment from State and local gove~:rtments, businesses, ar individua].a which
is subject to the provisions o? the Federal Report, Act. Thi? definition
is limited to administrative fa~~as and inquiries filled out by the pub-
lic, and excludes statistical public reporting requirements.
d. Interagency reparting. Any reporting which is required by one
executive depmrtwent or agency having statutory ar administrative auth-
ority to require reports from nr~e ar mare other departments and
agencies.

prepared within the aerie department yr agency.

f. Project Director. The top management official designated
by the head of each department. or agency to be responsa.ble far this
study within his departu~e.nt ar agency.
g. R~~orts_ ~.dentification. The process whereby a department
or agency Project Director determines the individual reporting systems
and repasts within the agency and establishes a base line of dollars
and man-hears associated with each. The base line information is
to be used in measuring cost effectiveness and projecting improvement
goals.
h. R_ eports justificat.iox~. The process whereby a depar~ent or
agency Pra~ect Director reviews a reporting system and its component
parts, and finds that it provides necessary information and is operating
in a technically acceptable manner. Justification responsibility may
not be delegated,
i. Reports certification. The process whereby a department or
agency head certifies a reports ,justification as valid. Certification
responsibility may not be delegated below the Assistant Secretary level
or its equive.lent.
3. R_ eports cancellation. The process whereby a department or
agency terminates a reporting system or some of its component parts.
