Approved ForiRelease4.2000/08/27 : CIA-RDP75-00662R000100020027-3 's Direetor of Central Intelligence 9 March 19.49 Assistant Director, OCD Coordination with Intelligence Divieion CSUSA I. CIA coneiotently receivez from General Irwin and his immediate staff the finest kind of cooperation. This has been demonetrated again during the past couple of weeks in the arraneeecete which General Ireiele office has wide for granting CIA access to certsin wAgterials of perticuler sensitivity. k. Defeetenate this top-lel attitude of cooperation does not extend down to the eebordinete of. the Division with welch CIA traneacte its daily busincsse and the Dulles and Hoover comeeete on notably bee vele:J:10ns between CIA anci ID reeeie true. Fe enet iron these treublee oet, e can achieve good cooperation et all levels if the senior officeee both of CIA and of ID taee forceful enoueh action to ensure teat their aeberdinete brought into line, 3. this Office, wnicn is the ceief point of contact betteen CIA and the Army for routine tranzactions, has instracted all hands that no request from ID or elle ?the's. Artily outfit is to be denied seve iwith my specific eeproval, in advance, in each case. $o fez ee I knol., ti re ere eo unsatisfied reeueste from the Army - whether for doceemente or zervicea whicn te have tureed dowu for any reazon other than that they transcended our ereeent capability. Nor have there been, - in many months. A. Intelligence Qro whicn is our ehief point of contact with the Army for routine transactions, is, on tne contrary, obstructing us at every turn. The attached exhibits are offered in evidence. 5. It does not appear likely that the senior officers of the Intelligence Group have deliberately adopted a policy of obstruetionism, unich would be at variance with the policy of their Director. More likely, thE- barriers and obstructions are created by teoee of their subordinates eno nurso the (ternal Service jealousy of a civilian agency and who, by virtue of their 4utiest are in a position to say "No* to specific requests from their opposite numbers in Cu. 6. Beepoame 1411pe. It le recommended that the DCI bring the attached ex- hibits to the attenCeen of Generel Irwin, and that he suggest as a poseible remedy a firmly worded written instruction from General Irwin to all officers of the Intelligence Group. Experience has shown that oral instructions or etatements of policy are fruitless in a came of this sort, for they leave sub- ordinates free to interpret and amend them in the light of their own ingrained convictions. To chart a course of improved coordination with the Intelligence Group we need a fixed point of departure, and that can be supplied only by a firm instruction clearly written into the record.
