Dear General Samford: In accordance with the recommendations of Colonel John G. Fowler and Colonel Ray P. Todd of the Directorate of Intelligence U. S. Air Force, made at a meeting held April 7, 1952, with Mr. hobert J. Foley of the Resources Board staff, I am writing you regarding the neces- sity of establishing official liaison between designated members of the Resources Board staff and Air Force officers of the Directorate of Intelligence who are concerned with strategic vulnerability of the United States and its territories. In the interest of mutual understanding preparatory to establishing liaison, the following facts are pertinent. The Resources Board is concerned with various aspects of strategic vulnerability of the United States, both as an agency within the Executive Office of the President and in the person of the Chairman of the Resources Board acting as a member of the National Security Council. As you know, the primary mission of the Resources Board is to advise the President concerning the coordination of military, industrial and civilian mobilization. (The National Security Act of 1947, Sec. 103c.)
