Dear General Samford:
In accordance with the recommendations of Colonel John G. Fowler and
Colonel Ray P. Todd of the Directorate of Intelligence U. S. Air
Force, made at a meeting held April 7, 1952, with Mr. hobert J. Foley
of the Resources Board staff, I am writing you regarding the neces-
sity of establishing official liaison between designated members of
the Resources Board staff and Air Force officers of the Directorate
of Intelligence who are concerned with strategic vulnerability of
the United States and its territories.
In the interest of mutual understanding preparatory to establishing
liaison, the following facts are pertinent. The Resources Board is
concerned with various aspects of strategic vulnerability of the
United States, both as an agency within the Executive Office of the
President and in the person of the Chairman of the Resources Board
acting as a member of the National Security Council. As you know,
the primary mission of the Resources Board is to advise the President
concerning the coordination of military, industrial and civilian
mobilization. (The National Security Act of 1947, Sec. 103c.)
The following personnel are initially designated to represent the
National Security Resources Board in dealing with personnel of your
Directorate.

phases of work performed in the field of strategic vulnerability
by the Directorate of Intelligence.
In making this request, I should like to emphasize that the Resources
Board staff recognizes fully the sensitivity of projects undertaken by
the Directorate and that the security elements involved in dealing
with such intelligence material are clearly understood.
